The Middle East route centres on the United Arab Emirates and Saudi Arabia: air direct from Hong Kong or Shenzhen to Dubai (DXB/DWC), Riyadh (RUH) and Jeddah (JED), and sea to Jebel Ali, Jeddah Islamic Port and Dammam. Gulf states generally apply the GCC common tariff, Saudi Arabia requires SABER conformity certificates for regulated products, and Arabic labelling and certificates of origin are routinely checked. The route runs mainly on delivered duty paid terms, declared by licensed local brokers who pay duty and VAT, and it also feeds Amazon Middle East (Amazon.ae / Amazon.sa) and noon warehouses.

Clearance paths

How to clear goods into Middle East

Delivered duty paid (DDP)

We handle the Hong Kong export and destination import declarations, with GCC duty and VAT (5% in the UAE, 15% in Saudi Arabia) built into the price; no local importer status is needed.

Own-importer clearance

Clients holding a UAE customs importer code or Saudi importer status can declare under their own entity and pay taxes at cost; regulated products for Saudi Arabia need SABER certificates first.

Conformity before dispatch

Saudi SABER (PCoC/SCoC) and UAE ECAS/EQM requirements are confirmed by category; Arabic labels, certificates of origin and halal certificates for food are prepared before dispatch.

Highlights

Three things about this route

  • SABER and conformity first

Regulated products cannot clear Saudi customs without SABER certificates; certificates and Arabic labels are checked by category before dispatch to avoid cargo stuck at the port.

  • Dubai as the Gulf hub

Jebel Ali is the Gulf’s transshipment hub; cargo for Qatar, Kuwait, Oman and Bahrain can route via Dubai and is quoted on request.

  • Amazon Middle East and noon

After release, deliveries are booked to Amazon.ae, Amazon.sa and noon inbound requirements, with labelling and carton splitting done before dispatch.

FAQ

Middle East route: frequently asked questions

How long does Hong Kong to the Middle East take?

Warehouse-arrival basis: UAE air express 3–5 working days, air standard 5–8, sea FCL 20–26; Saudi Arabia air express 4–6, air standard 6–9, sea FCL 25–30. SABER certificates for regulated products must be ready before dispatch, or clearance time falls outside these ranges.

What is different about Gulf customs clearance?

Most goods attract the GCC common tariff of 5%, with higher rates on some categories in Saudi Arabia; VAT is 5% in the UAE and 15% in Saudi Arabia. Certificates of origin, commercial invoices and Arabic labels are routinely checked, Saudi Arabia additionally requires SABER conformity certificates, and food needs halal certification.

What is SABER?

SABER is the conformity platform of the Saudi standards body. Regulated products need a Product Certificate of Conformity (PCoC) and each consignment a Shipment Certificate of Conformity (SCoC) before customs release. We check by HS code before dispatch whether a product is regulated, and under DDP the certificates can be arranged together.

Do you deliver to Amazon Middle East?

Yes. After release we book deliveries to Amazon.ae and Amazon.sa requirements, and to noon warehouses; labelling, carton splitting and palletising are done before dispatch.
